Frances Locke Vance of Houston, Texas, died peacefully on February 15, 2021.  Frances was born February 22, 1929 in Jefferson Community, Carroll County, Mississippi.  She was preceded in death by her parents, Henry and Julia Locke of Greenwood, MS, and brother, Charles W. "Bill" Locke, U.S. Air Force, retired.

Frances married R.J. Vance (deceased) in 1949.  They were married 54 years.  Frances is survived by one son, J. Scott Vance and his wife, Cindy, of Houston, Texas.

Frances lived a long life of service to family, friends, community, church, school and the State of Mississippi.  She was active in the field of cosmetology, her chosen career, as a salon owner and operator over a span of 40 years.  She was active in her professional organization on local, state, regional and national levels.  She was appointed President of Mississippi Board of Cosmetology by Governor William Winter.  She was especially proud of legislation passed to benefit cosmetologists when she was the Cosmetology Board President.  She was elected to the National Association for two terms and Mississippi Association as President.

She served on the State Heart Association and local Grenada, Mississippi Heart Association plus other Grenada civic projects as well as First Baptist Church causes where she was a member since the 1940s.

She was a member of the Mississippi Historical Society, serving the monthly Carroll County Society for the preservation of antiquities and during Spring Pilgrimage each year.

Her philosophy was "the service you render to God and man is the rent you pay for your provided space on earth".

Due to COVID reasons, a private graveside ceremony will be held.

In lieu of flowers, all memorial contributions may be made "In Memory of Frances L. Vance" to the First Baptist Church, 450 Faith Drive, Grenada, MS 38901.
